I could connect to the server but could not get a directory listing. I narrowed down the problem to the firewall, I could get a directory listing locally but nothing externally. Turns out its not just sufficient to open port 21 on the firewall. You have to do the following

    1. Open the Windows firewall settings
    2. Click the Advanced tab
    3. Click the top settings button
    4. Check the box that says FTP Server
    5. Click OK
    6. Click OK

    That should work then.
